A closer view reveals that the rocky outcrop has a plaque at its base with the name of the place.

This Leacht Cuimhne, or memorial, stands on a steep rocky outcrop on the side of the R435 from Cong to Clonbur.
A rough cross carved out of a stone slab has been set atop the cap of the memorial. In a niche on the south side of the monument there's a slab with a weathered inscription, reading it is near to impossible.
Anyway I think it could date from the same period of other similar monuments, between 1685 and 1715.
At the foot of the leacht cuimhne some people has left dozens of timber crosses.
I don't know how people can reach up there, the rock is almost vertical and on the day of the visit it was slippery for the rain.
